I think thermal energy is not a form of potential energy. Because basically potential energy is hidden form of energy that is basically due to the molecules are in rest or they have no motion that is fixed so here chemical, electrical and gravitational energy are form of potential energy but thermal energy is a form of kinetic energy that is because of the continuous motion of the molecules.
