Ans: At t = 2 seconds

Because v is max when Kinetic Energy is max. KE is maximum at bottom and decreases as you go away from x axis. When you go in +y direction, KE is +ve. So v is + maximum at t =2 seconds.

at mean position velocity is maximum

now particle is at mean position at t=2 and t=4

but its going up at 2s hence positive

and hence maxium positive velocity at t=2s
