Cost formula C = 20 + 0.2(x-60)

Given bill cannot be greater than $60

C ≤ 60

20 + 0.2(x-60) ≤ 60

0.2(x-60) ≤ 60-20

0.2(x-60) ≤ 40

(x-60) ≤ 40/0.2

x-60 ≤ 200

x ≤ 200+60

x ≤ 260

Therefore Maximum 260 minutes can be used.
