Every amino acid acts as a zwitterion that is a net charge on them is zero at certain pH, that pH is known as their isoelectric point.

The net charge of an amino acid fluctuates with change in pH.

When there is a decrease in pH that means H+ concentrated is increased in the solution by an acid in that case the H+  starts binding to the carboxylate group of the amino acid resulting in making the amino acid positively charged at that pH.
