When analyzing IR spectra the most important thing is to understand what are this signals consequence of.
A signal will be detected for each different stretches of neighbor atoms. This technique is very important to determine functional groups.
In our particular molecule we have a very important group that is very clear on IR spectra that is the carbonyl. The Stretch is, for aliphatic ketones, 1715 cm-1. The shift happens in the spectra towards 1787 because of the -Cl, as you have already identified.
The C-Cl stretch is 850-550 cm-1. But it's not possible to determine exactly where it is.
