(Answer) In order to use a fact in a paper without citation, that fact must be obvious, long established and something widely accepted. For instance, if one were to claim that human beings have evolved from the apes, they wouldn’t really have to cite Charles Darwin in their paper. This fact has been established long ago, it is widely accepted and the evidence is also quite obvious.

These can be used without citation:

-The Bill of Rights originally applied only to the federal government, not to the states.

-George Washington was the first president of the United States.

However, if it is a fairly new study where researchers have found a link between nebulous variables, it would have to be cited. For instance, lesions around the vestibular region of the brain tend to cause issues with gross-motor skills. If a researcher named Dr. John Doe and his team has recently found out this fact and it is still under tests, on would have to cite this paper.

These statements require citation:
