The blue light at the top of the atmosphere will be more intense than the ground on a clear day. This is because of the scattering of blue light that occurs at the top of the atmosphere, when sunlight is incident. This is why the sky appears to be an intense blue on a clear day.

The scattered light originates from the absorption of incoming sunlight by atoms in the atmosphere and is re-emitted by these atoms. This absorption and re-emission of blue wavelength occurs because it has a smaller wavelength than the rest of the light, and is more easily absorbed and re-emitted by the smaller gaseous atoms.
