Answer: 4th Amendment.

Reason being to not interfere in the reasonable expectation of privacy of the Individual and limit the states interference at their own will.

Decision has been left to courts to decide what should searched and seized in these kind of situations, if seizure becomes necessary for the interests of the society it would be granted permission otherwise individual privacy and secrecy would be given importance.
