Speed of driver = 36 m/s

Speed limit = 75 mph = 75 mile/hr

Now to compare both speed we need convert both of them in same unit, So

Remember: 1 mile = 1609.34 m

1 hr = 3600 sec, So

Speed limit = 75 mile/hr = (75 mile/hr)*(1609.34 m/1 mile)*(1 hr/3600 sec)

Speed limit = 75*1609.34/3600 = 33.53 m/s

Now we can see that 36 > 33.53, So

YES driver is exceeding the speed limit.
