We are considering a 4-hour shift for each staff member. Based on this and using the First-hour rule, we get the following analysis. Assigned number for each staff member. Worked in excel for better understanding.

Staff on duty for extra hours than required are highlighted in the table below

Since the last person(staff 19) works for only one hour, his 3 hours are wasted.

Therefore, in a total of 7 hours (from the chart) and 3 hours (after the shift of Staff 19) are wasted.

The total number of hours works out to be 10 hours.
