Are there any rules that have to be followed when drawing resonance structures, or am I allowed to move the pi bond or lone pair to any other atom as long as the octect rule is still satisfied?

There are certain rules, you need to follow strictly as written below

1. In order to have resonance structure in a given molecule, there must be conjunction in the molecule, that is there should alternate π bond, separated by only one single bond or one π bond and lone pair again separated by only one single bond

2. If you find conjunction, then draw resonance structure by shifting either π bond or lone pair, any atom should not be shifted, you should not break any sigma bond while drawing resonance structure.

3. For second period element like N, O, F, octet rule must be followed, that there should not be more than 8 electron around them, less than 8 is acceptable but not more
