Water is a liquid, which consists of two hydrogen atoms bound to a central oxygen atom by covalent bond. This cofiguration results in a molecule which is polar. Since, oxygen atom is more electronegative than the hydrogen atom, the shared electrons feel a stronger force towards the oxygen atom as compared to the hydrogen atoms, and this is what gives the molecule a polarity.

The Oxygen atom shares one electron each with the two hydrogen atoms, which in turn share one electron of their own with the oxygen atom. This results in a stable octet of 8 electrons [ 6 of its own and 1 shared by each of the 2 hydrogen atoms] for the oxygen. In return, the two hydrogen atoms also get a stable configuration of 2 electrons in their outermost shell [ 1 of its own and 1 each from the oxygen atom] .

Hence, the statement which is not true is - [b] water not polar
