The slides my professor made say 1, but I believe it is 2.

Trailing zeros to the right of the decimal ARE significant.

For a number in scientific notation: N x 10x, all digits comprising N are significant by the significant figures rules; "10" and "x" are NOT significant.

1.0 x 103 has TWO significant figures: "1.0." "10 and "4" are not significant.
