In basic conditions, which reacts more readily, a cyclopropane, or ethyl oxirane? Why?

Side note- please assume numeric angle strain is unknown and cannot be looked up. I need to know how to determine this without just looking up the values of the angle strain. Thanks!

Ethyl oxirane is highly reactive because it contains heteroatom that is Oxygen.

due to electronegativity difference between carbon and oxygen, polar character exist in C- O Bond, which makes its breakage easy.

on the other hand, cyclopropane does not have any polar Bond, which makes it comparatively less reactive.
