Philadelphia = 0.25*65 + 0.2*35 + 0.2*85 + 0.15*90 + 0.1*75 + 0.1*90 = 70.25

New York = 0.25*75 + 0.2*95 + 0.2*75 + 0.15*55 + 0.1*45 + 0.1*55 = 71.00
