Explain the problem that existed in the 1970s for many metro areas in the U.S. with regard to air pollution control regulations. What policy innovation was introduced to address this problem, and how did it work?

Air pollution control is the challenging task of US nation. Many industries uses many residual products as input in order to arrive the fine output of units for the long-period of time. As a Developed nation, US federal government need to control the effects of CO₂ emitting by chemical industries. Initially, US federal government has initially framed Clean Air Act of 1963 and amended the policy of many laws in order to protect the environment from the evils of air pollution which in turn affects the health condition of the people in form of lung diseases, skin diseases and other critical diseases. Let us discuss the problem of air pollution control regulations which become as the challenging one in US Metro region around the period of 1970.

In 1970, the problem of air pollution was not controlled to certain extent. The then US federal government not adopted any rules to control the effect of CO₂ and chlorofluorocarbons CF₂ which largely depleted the ozone layer zone. Many factories and private agencies did not took any steps to control such affects and obviously has the negative effects of greenhouses effect. With nullified efforts of US federal government in 1970, posed many problems in Metro areas in the US where large industries did not followed any rules and regulations to control the emission of poisonous air substance.

In order to control the effects of such air pollution, Environment Protection Agency (EPA) was formed in December 2, 1970. It acts as a agency of conducting frequent environment assessment and providing certain provisions to avoid such air pollution caused by emission of poisonous gas substance. Clean Air Act (CAA) was functioning under the act of EPA. The executive committee helps to identify the pollution and implements the operations of Leak Detection and Repair in order to resolve the issue of air pollution.
