Option c is better because of stability factor of home. Granite have more compressive strength than sand, silt sediments and artificial till so that is why a brick building in an area underlain by granite should be preferable for buy home in California.

And one another best thing about granite it doesn't have primary porosity so water hold and transmission would not in granite and in sand, silt sediments primary porosity is available so it may be weak basement as compared to granite.
