A particular program being evaluated was implemented in a faulty way. Results indicated that experimental and control groups were equivalent at pre-test and post-test. The evaluators concluded the program was ineffective. What kind of error in hypothesis testing is more likely?

There are two type of error in sampling of experiment.
1. Error in sampling . When experiment is conducted in faulty way, i.e. when sample is collected incorrectly or distribution of sample in control and experimental group is faulty .
2. Sampling error is when the correct procedure is followed and sampling has been done correctly . However , the sample may not be truly representative of population or some inherent flaw is there . In such kind of cases also , result is not valid.
In this case , program was evaluated in faulty way , so it will be a error in sampling.
In hypothesis testing , final result was given as NULL hypothesis as true (Null hypothesis was program is non effective )
However , error in sampling points to the fact that program might have been effective but die to error it is showing no effect.
So this is the case where Null hypothesis was false but it is assumed to be true which is Type 2 error .
