There are a number of ways to target a country or attack a country. War is not only the way to attack a country, but we can also target a country by making it helpless in many situations.

A country's wealth is not only its income but also the number of people living in the country. A country becomes helplessness if anything happens to those people so the government of any country takes primitive measures for safeguarding them.

Managing waste material is very important in these present days.

Generally, If a hacker hacks and gets control of the municipal waste treatment system the following things he can steal from that system. The complete information about the system,ie.,how it is made and how it is managed. He will find the loopholes in it and based on that loopholes he will gain his profit. Suppose If he sells that information to an organization that is constantly working for destroying a country, that organization try to make maximum use of it. These organizations are finding new ways to harm the people residing in that country.

So it is very important for the government of that country to safeguard all the things which are related to country.

So in my point of view, the government of that country cares if waste treatment systems are hacked.
