Suppose a shared medium M offers to hosts A1, A2, ... , AN in round-robin fashion an opprotunity to transmit one packet; hosts that have nothing to send immediately relinquish M. How does this differ from STDM? How does network utilization of this scheme compare with STDM?

In STDM, if a flow had no data, its quantum would be wasted. This scheme makes it possible for other flows to use unwanted quanta, which will probably increase the utilization of the network.  It is conceivable, though unlikely, that it would actually make things worse, since it would make the network less predictable, which can have bad effects on queueing systems.
