The forearm of a 6 ft. 5' player is longer than a 5 ft. 8' player. Since both player's elbows have the same angular displacement in the same amount of time. Hence the angular speed of their forearm about the elbow is the same.

The speed of the ball when it is about to be released = (angular speed of the forearm) *(the length of the forearm).

Therefore the throw of the 6 ft. 5' player would travel faster and further.
