Elements found in the second and third period of the periodic table, can never have more than 8 electrons because in second and third period element , they can maximum acquire 8 valence electrons.

{ You should know that s subshell can accommodate 2 and p subshell can accommodate only 6 electrons. In 2nd and 3rd period only s and p subshells are filled. So , maximum 8 electron can be filled in these period . Hence, these periods can acquire maximum 8 elements. }
