There are many different ways that a company can approach the systems development process; (1) purchase software from a vendor, (2) design the system in-house, or (3) outsource to develop and manage the information system, should the accountants or IT personnel determine how well does the system meets How well it meets user needs and whether it is economically feasible?

Accountant or IT personnel can determine how well the system of an organization meets it's user needs, if they are really connected with the up keeping, maintenance and configuration of multi user computers. If they are performing a role of a system administrator then it is possible for them to ensure better functional efficiency and meetings user needs within the financial budgets of the company .

Purchasing software from vendors,outsourcing activities always require huge investment. In this respect if the maintenance of security , up keeping and up gradation of software, can be done by in-house IT personnel and accountant then it probably a most cost effective way for the company to minimize it's uncontrolled expenditure .

If in-house accountant and IT professional are properly trained with data base management system, Management information system, maintenance of network infrastructure, security administration and site reliability engineering then it may be not very hard for them to judge accurately about the performance of the system and user satisfaction .

As per my view they can play a major role in this respect but for that regular training and continuous system monitoring is indispensable from their end.
