Yes, we can be 95% certain these two populations are significantly different.

Explanation: 95% Confidence interval for first data is (70.6 , 71.4) and 95% Confidence interval for second data is (68.6 , 69.4) .If you draw these two intervals on number line then you will find that they are NOT overlapping. Therefore we can say that when two confidence intervals do not overlap then two groups are statistically different.
