When multiple processes are there in the system who have acquired some of the resources and waiting for the other resources acquired by other processes then this situation is called deadlock and processes are called to be in a deadlock state. No process can complete it's execution in this scenario.

Unsafe state is state when there exists no allocation sequence which can allow processes to finish execution. Unsafe state means that if you take some unfortunate sequence of events further it may lead to deadlock which it is not currently.

every deadlock state is unsafe state but reverse may or may not.
