Through browsing the web I found a few things on Arizona’s waste management. So Arizona’s Department of Environmental Quality has a Solid Waste Program that is responsible for permitting, inspecting, and providing compliance assistance to solid waste facilities. The main functions of the Solid Waste Program include, Issuing permits, certifications and licenses to solid waste facilities, Conducting solid waste facility inspections to ensure compliance in accordance with state and federal regulations, Responding to and investigating any complaints related to solid waste, Providing information to the public regarding proper residential and commercial disposal of solid waste. Then there is also the Maricopa Association of Governments (MAG), established in 1979 and authorized by the RCRA,  that consist of members who voluntarily created a regional solid waste management plan aimed at guiding the future development of programs and facilities in the Maricopa region. The management plan they created was to last from 2005 to 2020 and focused on many changes and important factors throughout the years, which includes major population growth, the adoption of new State and Federal regulations affecting solid waste management systems, planning and programs including medical waste, incineration, waste tires, used oil, lead acid batteries, nonhazardous liquid waste, voluntary remediation, brownfields cleanup and redevelopment and special waste.

On the effectiveness of the state’s waste management program it appears that “On a regional level, it appears there is adequate landfill and transfer station capacity to meet the needs of area residents and businesses through build out and beyond, although that capacity is not evenly distributed from a geographic perspective. These economic factors may provide a strong incentive for the development of an eastern or southeastern regional landfill throughout the city. More options need to be considered and encouraged to ensure a situation that meets the needs of all cities in the region.” Overall, I think with the continual update and voluntary effort from the MAG members they have been. doing great work in keeping track of the city's recovery capacity needs and making sure the needs are met one way or another.
