P(X<=4) =P(X=0)+P(X=1)+P(X=2)+P(X=3)+P(X=4)

=(15C0)*(0.30)^0*(0.7)^15+(15C1)*(0.30)^1*(0.7)^14+(15C2)*(0.30)^2*(0.7)^13+(15C3)*(0.30)^3*(0.7)^12+(15C4)*(0.30)^4*(0.7)^11

=0.0047+0.0305+0.0916+0.1700+0.2186
