Option A is correct, as US relies on third party financing which is the insurance companies and government also runs many campaigns to to help people without insurance.

Option B is correct as the aging of population raises the chances of getting being affected by the disease which raises the cost.

Option C is correct as there are many chronic disease spread in US like diabetes and Heart problems which are very expensive to cure.

Option D is incorrect as people are government are very well aware about the problems people face after they hit by the diseases. This is the reason they are running welfare programs to secure people from them which reduces the cost of people on health care system.

Thus option D is correct among them.
