There was a historic debate on right to health care in the beginning of the 19th century ,the American association of labour drafted to state medical benefits to low income workers .President Roosevelt framed a Economic security act but which was failed to induct in the social security act of 1935 because there is opposition from American medical association .US surgeon stated that equal opportunity to health is the basic right for Americans .

In 1971,President Nixon laid out a plan or strategy for health insurance for the people of america. In 1993 President Clinton emphasises that the most urgent priority for the United States is to have a every American is secured by the health security and universal coverage for treatment that are being taken in United States.
