We can advise him to go with crowdsourcing because it is a good option to know what people expect as it is a technology related issue. It helps us in developing the app in such a way that it meets the requirements of the people. However crowdsourcing can also mislead and make us do something which would turn out to be a loss. So the best advise we can give is to use crowdsourcing but also take the opinion of experts in the contacts he has and design the app.
