there is a hump in the peak of water (density vs temp) because at 4 degrees Celcius the density of water is at maximum. Because the structure of water is rather complicated as compared to oxygen. around 0-4 degree celcius, water remains in equilibrium with ice. when temperature increses from 0 to 4, the interstitial voids of ice gets disappearing and molecules of water comes closer. the rigidness diminishes and hydrogen bonding takes places to increase the density.

whereas in case of oxygen, as the temperature increases the density decreases as the van der waal forces of attraction decreases with T.
