The person needs to select the propoer judicial system to hear the case which is a matter of jurisdiction. This can be both geographically and subject matter based.

Standing means a party has sufficient legal interest and injury to participate in the case. Venue is the location where a case is heard. Judicial review is the power of court to review a statute with a higher law.
