First of all bond becomes polar and if molecule has such two or more asymmetric bond and particular dipole moment then molecule acts as polar.
In case of water molecule contains asymmetric shape of covalent bond between oxygen and hydrogen atoms. Water has a particular dipole moment. Oxygen has negative charge and hydrogen has positive charge. Therefore water can easily forms hydrogen bonding and dipole dipole interactions with other water molecule. And offcourse there is a separation of electric charges between oxygen and hydrogen atoms makes it polar.
