But if the healthcare units are having constraints related to the facilities, funds, and infrastructure, they will not be in a position to fulfill this expectation. All these are important in order to facilitate the best healthcare service, If there is any shortcoming in these resources, it would result in the substandard service as the will not have the required resources to provide the best service. This can result in referrals to the other units by these healthcare units
