on her way to a picnic in Julian Elizabeth stopped at 7-11 to purchase a bag of chips when she opened the bag she found that the bag is puffed up like a ballon why did this happen

The fried food items are preserved for long time by avoiding exposure with oxygen. This is done by filling the food packets with nitrogen. Generally the nitrogen was filled until it becomes puffy. The slightly pressurized packets also avoid the crushing of food items while transportation.

Oil or oil containing food items contain several unsaturated bonds ( double bonds) which are very much reactive towards oxidation (auto-oxidation) in presence of light, moisture and air. It produces undesirable odour and flavour. It decreases the taste and nutritious value of the food as it also oxidizes the destroys vitamins

Hence to preserve the food materials, nitrogen gas was filled.
