Sources of Noise: rotors, stators, gears, fans, vibrating boards, fierce liquid stream, swaying forms, electrical machines, inward burning motors and so on.

A personal example when noise: Unable to understand a movie because of the loud party noise coming from neighbour's house.

Yes, the framing technique can help eliminate the noise. We can make our walls and ceiling soundproof while framing them.
