Consider a relationship with (0,N)-(0,N) cardinalities; explain the rule used to create relational database tables from a conceptual model. How should the relationship be implemented and why does it need to be implemented that way? Does the rule differ if either or both of the minimum cardinalities are changed to 1?

The rule to create relationship between tables which have their cardinality pattern (0,N) and (0,N) is to create a discrete table to represent the relationship. This rule will be same no matter what is the  minimum cardinality of either of the table. When maximum cardinalities of both the table is N,  referencing  a foreign key to either table will lead us to redundancy hence it is prohibited strictly.
