No. the solar panel produces the voltage as a result of photoelectric effect, that is when the radiation incident on the surface electrons get ejected and which constitute a current. the number of electrons gets ejected from the metal surface is proportional to the intensity of radiation. so, as the intensity of light changes voltage changes.
