In many countries, various policies of economic and financial reform to improve the business environment of SMEs were implemented to allow for the development and growth of SMEs. In 2003, the World Bank (WB) acknowledged the significance of the company setting to develop a vibrant small and medium-sized enterprise industry. The DB indicators have been created and released annually by the WB to quantify and classify chosen states with regard to DB. DB indices are available. This document therefore seeks at reviewing and analyzing the ranking and results in relation to the DB indices for Gulf Cooperation Council (GCC) members. The assessment showed that, compared with the rest of GCC countries, Kuwait, the United Arab Emirates and Saudi Arabia considerably enhanced their DB rating from 2017 to 2018. In addition, the assessment highlights the contributing factors to the important increase in these countries ' rankings.

Although the Gulf Cooperation Council (GCC) nations have increased their estimates of their company setting in worldwide organizations like the World Bank and the World Economic Forum, foreign investors still need to be convincing. The membership of the GCC–Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE–is diverging as financial reforms and diversification proceed at distinct rates. While the 2008 crisis harmed FDI, the domestic investment increased: over 75% of FDI in Bahrain in 2010 and more than 90% in 2011 from Kuwait's FDI came from the GCC.

It should be noted that traditional and emerging threats to the environment are interconnected. The assessment reveals that Kuwait, the United Arab Emirates and Saudi Arabia have substantially improved the DB ranking from 2017 to 2018 in relation to other GCC countries. The assessment also highlights the factors contributing to the significant increase in rankings in those countries.

While in international organizations such as the World bank and the World Economic Forum the nations of the Gulf Cooperation Council (GCK) have raised their estimates of their company position, foreign investors must still be convincing. GCC membership–Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates–diverges with financial reform and diversification taking place at different levels. Domestic investment rose when FDI was affected by the 2008 financial crisis: over 75% of FDI was made in Bahrain in 2010 and over 90% by Kuwait's FDI in 2011 by the GCC.

It is important to note that conventional and emerging environmental risks are intertwined. Desertification, for instance, causes habitat losses; animal development and excess grazing contribute to desertification; waste disposal results in desertification, water scarcity and many other environmental disasters.
