(a)

put a small resistor in parallel with the meter to measure 150 ma (0.15A).

total R will be 0.5 ohms, but you need the added resistor a little larger so the total will be 0.5.

R = 0.5*5/(5-0.5) = 0.555 ohms

(b)

R = E/ I = 150V / 0.015A = 10000 ohms

Internal Resistance is 5 ohms

10000 - 5 = 9995 ohms is the required resistance in series with the meter.
