It is false since it is not obvious that the country which is performing the best in HDI has the highest GDP as well since HDP is measured by taking in consideration three things i.e. -

1. GDP Per capita income

2. Literacy level

3. life expectancy.

Hence all of them may differ in different countries and thus, their ranks can also differ. Thus, the statement is incorrect.
