A) in dielectrics the Electric field reduced because there is polarization and the internal electric field reduces the net effect so the permittivity is more than that of vacuum so the dielectric constant which is nothing ratio of the permittivity of the material and permittivity of free space. So the dielectric constant is always greater than one.

B) in diamagnetic materials there are magnetic dipole inside the material that align themselves in opposite direction to the applied field so the magnetic field inside the material reduces and hence It's permiability is less then that of vacuum so the relative permiability is less than one.
