2. Fewest taxi pick ups during the 2013 Super bowl was just before the Beyonce's half time show ended as we can see from graph that it was 200 only and it was between 8 & 8;30 PM. So the time would be before 8:20 pm. ( information in point no. 3)

And most taxi pick ups were just before 8:30 Pm and after the show completion i.e, after 8:20 Pm.
