Option 2nd is right b ecause The F- ATPase (or F1F0 ATPase ) and V ATPase (or V1 V0 ATPase ) are both made up of two linked complexes, V1 complexes ( c subunit ) --- synthesis or hydrolyse the ATP and F0 or V0 complex that form pore for proton translocation.

so c subunit mutation causes no translocation of proton across transmembrane and THUS ATP synthesis will not occur,
