Additionally, he was then re-elected as President of the United States by the American people in 2012. In 2008 the percentage of eligible black voters who did vote was 64.7% and in 2012 the percentage of blacks eligible to vote was 66.2% out of 126 million people. Is there a difference between the 64.7% of black voters eligible to vote in 2008 compared to the 2012 percentage? Let α = 0.05.
