In order to solve the question I am going to rate each operating system on a scale from 1 to 10. I have considered multiple parameters in the rating like:

(i) Memory (RAM) support,

(ii) Bus width support,

(iii) Required space for installing that operating system,

(iv) Booting time,

(v) User friendliness of the GUI,

(vi) If the operating system is open source or not.

The ranking sequence in my personal view from the worst to the best is:

Windows 98

Windows XP

Windows Vista

Windows 8.1

Windows 10

Mac OS X El Capitan

Fedora 23 Workstation

Ubuntu Desktop 15.0

The reason why I considered Ubuntu as the best is the open source nature, higher bus width support, higher RAM support, security. The same reason is also applied for Fedora. As Fedora requires higher storage space and is comparatively less user friendly, so I choose Ubuntu over Fedora.

MAC OS X El Capitan supports up to 128 GB of RAM and requires 8 GB storage space for installation. It supports up to 128 bit of bus width. This OS is user friendly and there is almost no lag in the system.

Windows 10 has both the 32 bit version and the 64 bit version. The 32 bit version supports up to 4 GB of RAM where the 64 bit version supports up to 2 TB of RAM and requires 15-20 GB storage space for installation. It supports up to 64 bit of bus width. This OS is user friendly but it is not free.

Windows 8.1 has both the 32 bit version and the 64 bit version. The 32 bit version supports up to 4 GB of RAM where the 64 bit version supports up to 512 GB of RAM and requires 12-15 GB storage space for installation. It supports up to 64 bit of bus width. This OS is user friendly but it is not free.

Windows Vista has both the 32 bit version and the 64 bit version. The 32 bit version supports up to 4 GB of RAM where the 64 bit version supports up to 128 GB of RAM and requires 10-12 GB storage space for installation. It supports up to 64 bit of bus width. This OS is user friendly but it is not free.

Windows XP has both the 32 bit version and the 64 bit version. The 32 bit version supports up to 4 GB of RAM where the 64 bit version supports up to 128 GB of RAM and requires 7-10 GB storage space for installation. It supports up to 64 bit of bus width. This OS is user friendly but it is not free.

Windows 98 has both the 16 bit version and the 32 bit version. The 32 bit version supports up to 2 GB of RAM and requires 4-6 GB storage space for installation. It supports up to 32 bit of bus width. This OS is the oldest operating system in the given list.
