a.) True result from these maps can be obtained by studying the maps which has most perfectly defined legends. Legends should be in such a way that they are defined in a regular interval. The intervals should be short , for eg it should be 1-5, 5-10, 10-15, 15-20 . It should not be 1-10, 10-20. Having more interval makes it difficult to correctly analyse data.

b.) I would use Top-Left map (1st one) , as in that map, the legends are properly defined and just by looking at the map we can identify highest and lowest birth rates by noticing the colors, which is not possible in other 3 maps as  legends are not assigned proper intervals, due to which the map becomes of almost same color. Lowest birth rate is in Montana, North Dakota, Wyoming, Maine while highest birth rate is in Texas, Arizona and Utah.
