Ok so you are confused with unit conversion.

1000kpa=1Mn/m2

It is given in the question about distribution of stress<= 0.1 * vertical stress

Hence;

You need to take the qn =0.1*vertical effective stress

Hence qn =6.1 kpa in first reading.

Thus for the first reading

S=4*0.24*0.0061*0.8*2*1000=9.8 mm
