We convert this to standard normal as

P(X < x) = P(Z < x - \mu / \sigma )

So,

P(10.9 - 0.2 < \bar{x} < 10.9 + 0.2) = P(\bar{x} < 10.9+0.2) - P( \bar{x} < 10.9 - 0.2)

= P(\bar{x} < 11.1) - P(\bar{x} < 10.7)

= P(Z < (11.1 - 11) / 0.3) - P(Z < (10.7 - 11) / 0.3 )

= P(Z < 0.33) - P(Z < -1)

= 0.6293 - 0.1587

= 0.4706
