Because bacterial population behave as a group and not only as a collection of isolated individual. The minimum amount of inoculum needed depends on the bacterial stain . The amount of inoculum affects the lag phase because many species of bacteria use quorum sensing to orchestrate gene expression causing same amount of disease.
